I would think anything like that would be too big to implant. It would need to run on batteries or some type of power. There is a product called TAGG, and it's a nice GPS device that goes on a collar. The told me that they can't make them any smaller right now unless they sacrifice performance. There is a yearly service fee of around $80. The downside is that the dogs should be around 10 lbs and up because the device is likely too bulky for smaller dogs unless they wear a harness.
