My Holly's facial hair won't grow, is there anything I can put around her eyes to keep the hair stronger and healthier so it will stop breaking off? Or maybe a vitamin?

More info - she had bad allergies when we were living out in a woody area, but since we moved back to the town her body hair has grown out beautiful and silky. The hair around her face just seems to grow and break off.. Is there anything I can do?
