I sent you a brief PM a while back saying he should be fine outside for pee breaks before I realized how young he is. I would definitely read up on pad training first, especially considering how cold it's been. At that age, I'd make sure he's comfortable outside -- a coat, either the booties I told you about or something dry to walk on.

As for shivering in the playpen, my suspicion is fear but make sure there are some warm blankies or a bed. Also, try to make the pen experience fun with toys, maybe even feed there. Play with him in there and let him know the pen is fun.
