We do take her outside to potty too during the day but with Wisconsin winters, she will most likely be using the pad more until spring. She is 3 1/2 months old.
When Emma uses the pad correctly, whether she is confined or not, or you take her to it, give her tons of praise. Make a really big deal out of it and give her a little treat (I used a single kibble as reward and presented it like it was gold ).

My boys are 2 and 3 years old and I still praise for each good potty, indoors and outdoors.

Make sure the pad is always in close proximity, ideally the same room that you are playing or hanging out. If she has to travel far, she may not want to leave the area.

If none of that works, you may want to try a second pad outside the xpen, adjacent to the pad inside, just until she get the hang of it.
