I truly believe Miss Mini is just getting to know Miss Mia in her own way. I believe she feels bad to see Miss Mia in 'puppy jail' and wants her to have her freedom, even though she is still 'learning' her and learning 'about' her. Miss Mini may be temporarily 'keeping her distance' as a 'boundary' establishment, and teaching Miss Mia some doggie respect and manners in the process. Since there is no animosity in her behavior toward Miss Mia, I would allow everything to be as Miss Mini wishes it, and comply always with her requests. Allowing her to 'direct' the progression will, I believe, also allow her, in her own sweet-natured way, to set all the 'ground rules' she requires of the new baby and set them both up for a long and happy friendship.
I have seen the same thing with a different, larger breed, and while it looks strange, trusting in her canine instinct was the correct thing for me to do...chaperoned by me, of course!

After a few weeks, my older girl was snuggling with the babies...the babies' idea...and appearing to the humans as 'begrudgingly' so, but I truly believe my Honey
knew exactly what
she was doing!
