Ideally, the BB should not bag off of the body. However, as the people at BB told me, some people do like them a little larger on their dogs. The main thing though is that the harness is tight enough that your kids can't escape.
If you look at this picture of my boys, Teddy on the right, the BB is too large and is puckering away from his arm (which is probably why he has a little tangle there too). He is wearing an old size 4 and I moved him to a size 3.5 and it is much better.
