My dog is definitely both. He is about 5 1/2 pounds and even at 4 pounds totally dominated my 21-pound Bichon. Never gave him a moment's peace.
But around a new dog he has just met -- he lies on his back and licks their face. After he gets to know the other dog better, he becomes totally different and runs to them and jumps all over them. (I think his first attitude is just "testing." He is making sure other dogs are friendly before he goes bonkers!
For the most part, he is submissive with me - but not always. He is submissive with visitors for a minute or two. He crouches down (with his tail going 100 miles a minute, and his ears back (like a little bunny) and licks and paws their pants - wanting to be picked up. But after a few minutes, he's all over the place with no concern at all.
