Shampoo should be thoroughly rinsed out, but not necessarily conditioner which helps the hair. There are many leave-in conditioners for both dogs and humans.
I have used watered down conditioner as a brushing spray and I found I prefer products specifically formulated to be brushing sprays. I believe they are lighter and don't attract dirt as much.
