I really don't know why the SPCA did not, but I did hear from other neighbor's that they had made complianets on the cat. They said the cat had attacked them a few times while they were walking our of their houses and getting out there cars and it also attacked one their mini poodles. Plus, there is alot of construction in the neighborhood, and two major roads that are really busy. I guess the SPCA was trying to keep the cat safe.
