When I moved in town, from being out in the country ( which my cat LOVED being able to roam) I tried a long/ tie out leash... IT was UGLY!! I actually thought he was gonna hang himself,, running in circles, spinning, jumping in the air,, it was quite the ordeal, to try to get hm unhooked, before he did hang himself.. NEVER again,, he continues to roam the neighborhood, but my neighbors don't care, I see him sitting on other peoples porches, just hanging out,..
Once a cat has been outside, it is IMPOSSIBLE to keep them in all the time.
