I agree, I think the dog deserves a loving caring home, but I don't think it's right to keep someone else's dog. Do I understand right, the dog is at your house and Animal Control says they have 10 days to find it? Who found the owners the other 6 or 7 times she came to your house? Was the lady fined, or given warnings for allowing her dog to roam and be in danger those times? Talk to the lady, maybe she will let you keep her since she can't take care of her properly.
