Have you tried using an already used pee pad? Maybe the scent of pee would help him to go. They are creatures of habit. You might also use one of those liquid house breaking aids that have the hormone in it that helps the dog to pee. You really need to practice this at home where he is a little more at ease. Take him just outside the door with what ever he is used to going on. It will take time to get him to catch on to what you want. When you see him go for the usual spot at home take him outside but as I said it is going to be a learning process for him.....or a relearning process...
