I've read this too and never understood it. I think it's an old wives tale type thing that gets passed along from person to person with no science to back it up.

Yorkies have hair. We have hair. Our hair is more prone to damage & breakage if brushed wet. So it seems the same would be true for yorkies.

I think the misunderstanding comes from people trying to dry brush out a yorkie with DIRTY hair, as you are likely to cause some breakage doing that.

I'm sure HOW you brush/comb hair, either wet or dry, has an impact on the health of the hair shaft also.
