I would suggest using a carrier to transport your dog. He will feel safer and he actually will be safer. Sometimes when you have to put on your brakes the dog gets lunged forward and feels unsafe on the seat. God forbid you ever got in an accident because he could go flying into a windshield or some other part of the car or it's occupants.

Some people use doggy car seats with a harness to secure the dog or just a regular hard carrier is also very safe and can be seat belted into the car.

Your dog is apparently afraid. Maybe he did slide off the seat at some point and is now afraid it will happen again.
