The idea of animating is based on layers - you open ALL your pictures in your program and use the move tool to set each one on top of each other - The TOOL function is different in each program so you have to find which tool will MOVE a picture - and you set it on top of your background picture - keep doing this till ALL the pictures are one.
When you DO get a group of pictures layered - always remember - Set your animation times and always also SAVE FOR WEB - or SAVE OPTIMIZED when you go to save your gif animation....
Once you decide what program you want to use to learn - I still advise going on the net and doing searches for a good tutorial you can follow - some are hard - some are easy
