She is pretty young. I would give her time and also it is better to let her walk out with you when you take her out, instead of carrying her. This teaches her the motions involved in heading outside. (unless of course you have to make a quick exit if she is about to have an accident)

I highly recommend bell training. If you do a search here on "poochie bells" or bell training, you will get a lot of great info. I trained my Yorkie with bells and she picked up on it very quickly. I believe we have to train our furkids to tell us when they need to go, we shouldn't expect them to just figure it out.
