Seems to me he might be a little young to need his anal glands expressed...but then - who am I to know about that!

Also sometimes pups (even older dogs) get poop stuck on their bottoms - which we wash off, etc. But, anyway this can irritate their little behinds and they will do what your dog is doing. And, scooting around may even cause further irritation.

And, I am sure some people might mention worms - but my vet told me that that would be at the very bottom of his list. We tested - he was right!
