My 3 lbs tiny is always chasing my 30 lbs cat. He can brush her off into the wall with his tail, but just annoyingly hisses and jumps on the window. BTW the cat is 1/8 a wild mountain cat that ripped me into getting stitches, so I attribute his behaviour to his paternal instincts. Could that be the case with your neighbor's cat?
