In my experience, most airlines will allow you to purchase an extra ticket if it is less that the cost of the pet flying fee. The extra ticket also allows you an extra piece of hand-luggage in addition to your dog carrier, which is nice.
Some airlines, like Southwest, have a dog fee ($75) lower than any of their flight fees, so it's cheaper to pay the dog fee.
*also, seat tickets are subject to any additional surcharges...the dog fee isn't...so have to compare actual numbers not advertised ticket fee.
