A member here, Peachbongi makes hand crocheted sweaters and can customize the sizing for your baby. If I recall correctly, she has made sweaters for a tiny dog in the past -- but ask her to be sure. In addition, many vendors on YT, including myself make warm items. I don't make sweaters, but can make fleece shirts, hoodies, pajamas, etc in her size.
