Such a sweet but sad little face. Glad you were able to take her in and foster her while you arrange a permanent home. I hope the new folks have LOTS of patience because having a 3 year old that has never potty trained will be difficult but not impossible. They just need to set aside a week of devoting to this completely. I would tether to her and take her out at regular intervals. Set an alarm. I use the oven timer and set it for 2 hour intervals. But, no wandering alone, keep her leashed to side at all times. It is a total commitment but you can do it in a week's time this way. She will probably welcome the schedule. Dogs seem to tell time very well and adapt to a schedule quickly IF they find they can count on people. Good luck to her and her new owners!
