My boys get plenty of exercise.

Up and down the stairs for potty breaks definitely, but they also get a long walk once a day, go to the dog park fairly regularly, and play inside all day long. We have a long hallway they use to chase their toys...and they love to run around after each other, too.
When we first moved in, we had a problem with the Whippet trying to "guard" our building when we were outside because he didn't understand the concept of an apartment, but taught him the command "Be nice" to not growl at our neighbors.

We haven't had any noise complaints against us. All of our neighbors have been very nice about the pups. They've gotten used to most of the noises, and don't bark at other pups, people, or noises. They adapted pretty well.
