We live in NYC on the 28th floor of a high rise. Teddy is potty pad trained and outdoor trained...so basically if he doesn't go outside he will go inside on his potty pad. Being 28 floors high and having to take him outside every time he needs to go would ne a nightmare with the elevators. I think we were supposed to pay a non-refundable deposit to have a dog...but we got him after we moved in and haven't been charged yet. When we aren't home...we keep Teddy confined to 1 room...it is easier to manage incase he has an accident...we just got a second yorkie last week she is kept in an x-pen and potty pad trained.
The biggest thing is I continuously am cleaning the floora...especially if they have an an accident because I do not want the floor to smell and them thinking it is ok to go someplace other than their potty pads.
Apartment living is fine with two yorkies...as long as you figure out what works best for you.
