I lived in an apartment with Layla for 6 months. I bought the place instead of renting, but I did have to pay an extra fee for a pet with my first condo fee, and it was non-refundable. I think it was basically to cover any damage in the common areas.
Layla was trained to go on a pee pad, which we kept in a plastic tray. She had one in the laundry room, and one on the balcony. It was actually against the rules to have pets use the balcony to go to the bathroom, but nobody really noticed Layla because we were on the third floor. I don't know if it would have been an issue anyway, since she went on a pad.
