A Yorkie friend pointed me in the direction of someone who sells puppy pads in bulk. AFAIK, they are 'seconds', i.e., irregularly shaped or slightly wrinkled. I bought a box and I've been really pleased.
The pads were $14.00 for a box of 200, and she shipped them UPS to my door for $15.19, a total of less than $30.00.
