It is not too late. I would recommend using the pads only then. Keep the pad within easy reach at all times. Don't expect her to travel from one end of the house to the other to get to it, especially when she is a young pup.

Take her to the pad when she wakes from sleeping or a nap, after each meal, playtime or anything exciting. Use keywords and phrases like, "Prissy go potty" when you put her on the pad. Once she gets the hang of the pad, you won't need to bring her there.

If she has an accident, just say, "Uh oh" and clean it up. Show her the pad and use keywords.

Supervision and limited freedom in your home are important for training. Increase freedom as her potty habits develop. When you can't supervise, put her in an xpen or gate her off in a small room with the pad.

Max shredded his pads a bit when he was a pup, but he quickly gave it up. Some people prefer washable pads for this reason. However, if you ordered disposables, that would mean another material change and more confusion for Prissy right now.
