It's never too late to teach them anything. Kaji was pad trained at 18-20 months (I can't remember)
I had to change where he pottied due to us having to move. I had him go through a relocation, living with new people in a new place, and re-learning potty behaviors. Talk about too much at once!! I made a schedule, stuck with it, and have a piddle pad trained pup!
