My oldest who was a rescue and not use to using pee pads when I took him in 2 years ago took immediately to the pee pads . My 3 girls, 2 who are pad trained, and one goes outside when she feels like it have "accidents" a lot. I started about 6 months ago retraining by buying special potty treats. They only get them when they either use the pads or Pixie potty's outside. I make a big deal when they go where their supposed to and say now you get a potty treat. It has cut back on a lot of accidents but I still find a spot now an again. I don't think they will ever be 100%. When i either move or redo the flooring here I will get rid of all carpeting.
