I had this problem too....
She wouldn't go on the living room rugs, but the kitchen rugs were a huge issue. I ended up just taking them away for a while until she knew EXACTLY where her pad was and where she was supposed to go. After a while - about a month - I put them back one by one (I waited a few days between each one) to make sure we wouldn't have any problems again. Thankfully, she knows the difference now. She can be standing on one of the rugs and run off to her pad to go potty....
