They are at fault if things went down in a suspicious way. But as I mentioned before, it could have been someone who works/worked there if the dog was injured and still alive and her dog.
If it wasn't then well, that explains the long lost missing dog being found. Sometimes people find small dogs and just....keep them....maybe it was a coincidence and there was another yorkie that lost the battle with the Pitt....
