You can put the car seat in the passenger seat, but if you have airbags in your car, this can be deadly -- whether your dog is in a dog seat or not. If you can turn off the airbag, do it. If not, put your puppy in the backseat. Human baby car seats are required to go in the back seat for this reason.
Max suffered anxiety in the car when he was a pup and a car seat made a world of difference. It didn't eliminate his problem 100% overnight, but it made a significant improvement instantly and over a little time, he learned to love the car.
