The Snoozer car seat sits the lowest, and it looks pretty snuggly, perfect for napping. If you look around the internet, you may be able to find a deal on the small one.
Another alternative is a special car harness that hooks up to the seat buckles. The only downside is that it is not as easy or fast as hooking up a tether from a car seat to the harness your dog is probably already wearing when you go in the car. Not sure if the car harness allows enough room lie down either. PetSmart sells them though.
