I think a yorkies tails shows how they are feeling at any given time. When it is up they are happy and confident. When it is down, they might not be feeling well, or just tired. Sometimes the tail is half way up..If the tail is tucked down, then they could be scared or nervous, or feeling bad. I do not think the yorkie tails is ip all the time..
