When I get my 13 week old 2.5 lb puppy riled up. Like if we're playing fetch, or with his favorite toy he will try to mount my arm. He does this to guests and strangers as well.

Isn't he a little young for this?
Will neutering him reduce this?
How should I prevent him besides saying no! ?
