If the family is residing in military housing, I suggest returning the dogs to their home and contacting base security (non-emergency #) and/or housing and let them know that there are animals in the home that aren't being cared for. Some bases take animal abandonment more seriously than others, so I don't know what kind of response you will get there. The base here takes it very seriously.
If they don't live in military housing, you might try contacting the landlord if they rent.

Please be sure to have your nephew see a dr. if he hasn't been already. Antibiotics may be needed.
