All pet owners should have a collar with a tag on it on all of there dogs. I agree they should not be used to walk them on and you should use a harness for that but many many dogs get lost and almost always the ones with collars and tags get returned and the ones with out a lot of the time don't. You never know when your dog could get out of the fence, dart out of the door, or anything. Mine wears a collar all of the time except bath time but only for tags and everyone knows that who messes with Callie and then when ever she is going to be on the leash we use our buddy belt harness.
