I personally think coats/sweaters/jumpers are a must in very cold weather to maintain core body temperature. My reason for boots is not just the cold, but also the salt used to melt ice on walkways, that can be very drying to paw pads, and ingesting salt from licking paws is dangerous to your dog's health.
