If anything, in the US, our greed and corruption would probably prevent a lawsuit like this.

I can see it now, the puppy mills sending lobbyist to vote against something like this

The puppy mills owners would pretty much buy off.....oops I mean contribute to the campaign funds and thats' how law works here in the US.
