Alright sounds like you need to make the heeling fun for her. One way is to have a fun and happy lilt to your voice when you say heel. Also start off at a fast pace. stop and reward her good sit by your thigh. Then if she starts lagging (ie behind you), try a run, also treat on the walk at heel. That way she knows if she is heeling beside you it's a great thing.
Vary your treat pattern. Does she like toys? If so also reward with a toy. Break up the heeling exercises. Vary the pace, the timing. Try heeling with her on different surfaces. Have her heel beside you when she is up on a low bench, or on the curb.
For competition you won't fail if she lags or forges, as long as she comes to your side to sit when you stop.
Heeling is by far the most difficult skill for most dogs.
