That is what it sounds like to me also. Allergeries and or an ear infection, and or impacted anal glands.

Put booties on her rear paws so that she doesn't irritate her ears more. You can use an old pair of baby socks and using medical tape wrap around stifle so that the socks stay on. Just make sure not to wrap too tight. Once wrapped/taped you should be able to move bootie around a bit.
