GOOF For you saving him...with Cars and Big dogs and who knows what else out there a little dog doesn't have a good chance in the world and you really did a wonderful thing stopping and taking him in....I hope his owners DO contact that shelter - it should be one of the first places they look and hopefully they'll be reunited - poor baby - he must have been So scared ! Way to go.....
