no no no, that is very dangerous! Never use scissors to cut mats out when they are close to the skin. You are more likely to cut the skin with scissors then with a clipper. With clippers you have to use a blade that fits between the mat and the skin and it should glide right through. If its tugging or not going through easily then switch to a shorter blade.

I've seen many injuries from owners trying to cut out mats with scissors.
