We DO have a lot, and I mean a lot, of dogs in this neighborhood. A lot of them get out of their yards as well (several of which have been to the shelter and owner-claimed repeatedly).

My husband pooper-scoopers the yard twice a week, but we do have 'stranger dog' doodee in the unfenced portion of our yard sometimes.

Either way I feel Bella would be much safer and healthier if I kept her inside until she's had her shot series completed.

She's going potty on piddly pads and Potty Patch just fine, by herself.

I'll wait til she's done with shots...thanks.
Okay, I think based on what you described, you should probably wait for walks, but that doesn't mean you can't carry her around the neighborhood, you really want her to see and hear lots of different stimuli, and the younger the better.
