Hi my yorkie max has the same problem with his skin. His back is crusty, flaking, and he has little bumps on his skin which eventually turn into dry scabs. Like your vet, mine gave his a dose of antibiotics and it cleared his skin but as soon as he finished taking the antibotics his skin got bad again, Now he's currently taking atopica allergey meds which help the immune systemt but they don't see to work.
