I don't know what you mean by regular or step in. Scooter wears the small and his neck is 10 inches (counting fur). His is like what's shown on their web site and it's not exactly a step in but he does have to put his front legs into the holes. Confusing I know but it fits and I'm very happy with it. If your baby's neck is only 8 inches it might be a little big.
