I just wanted to wish you luck in your search for info, I had no idea that cities had limits on the number of animals you can have.

I would contact the city and whereever you license dogs with, and ask if you are permitted to have more if you are fostering, cause to me the city would want someone to help foster homeless animals if the rescues are overworked... possibly contact your local rescue too maybe they have a way to get around it, if you were to be put on their list as an approved foster?
