Look up the rules for competition at your county fair. In AKC or CKC shows, obedience you can have the hair any length you'd like. For conformation the coat must be long, on an adult dog.
I'm not sure what kind of competition is "Showmanship" - hopefully there is a local site you can go to to find out the rules.
