I am not an exhibitor, but there are many here who will answer your questions.
If I recall correctly from previous threads, measurements are from the floor to the topline at the shoulder. Ideally, the height should match the length from the shoulder to the base of the tail.
Average heights vary. Some judges like long leg, others prefer shorter and smaller. It varies by region.
If I am not mistaken, there is a grand champion here who is 10 inches tall at the shoulder and weighs just slightly over 6 pounds.
