I know he's tiny and needs several small meals during the day but there still needs to be a cut off point for both food and water at night. One that allows him to have plenty of time to empty his bowels and bladder before putting him to bed each night.

It is not too late to get him potty trained, but for me cage training is key to having a well trained dog. I only allow them to have run of the house when watched and they have my full attention. Until I am 100% sure that they are potty trained and can be trusted with full access to the home with no surprises they spend a lot of time in their cage. Napping, after play time, night time, trips to the store, and even when I'm busy and cant watch them. It doesn't take much time at all before they see their cage as their own safe haven. Cage training is a great tool when uses properly, but it takes time.
