Every single lost dog that we returned in our old neighborhood had on a collar. We were able to see the number, call the owners, and they'd be there within 10 minutes. We probably returned at least a dozen dogs in our ten years of living there.
Just this past year, a dog came wandering up to my VERY rural house. We are not in a neighborhood at all, in fact along a very busy road 3 acres down our front hill, and this dog was scratching on our front door. It had a number on the tag, I called it, they came and picked him up. I was on my way to class so had he not had a tag, he would have been crated in my garage until I got home to take him to the vet to check for a microchip.
I think chips are a great added security, but tags are so important. I also think training should be #1 as well and not to necessarily just rely on the fact that your dog has a chip or tag on.
